A limited competition for seven participants.

Our proposal suggests a porous network of interconnected green courtyards with covered streets to integrate multiple activities of the assembly complex.

An entire complex located between the sea and the desert overlooking the Sief Palace and Mosque. High platforms elevate the low silhouettes of the main volumes, drawing into focus the coastal topography.

To save energy and give benefits to the guests in the garden, a two-stage air-conditioning system is evolved. First, to cool the garden courts with humidifiers, and then to cool the assembly with the already cooled air.

The entry follows the first prize awarded to John Utzon.
